Brent plays a pivotal role in prioritising kerbside space to support greening, encourage sustainable transport, and helped develop the Borough's policy on emissions-based parking permits.

Tom Berry, Fleet Decarbonisation Manager, National Express
A former Award Winning 'Rising Star', Tom has been responsible for project managing some of the UK’s largest electric fleet transactions including new vehicles, on-board battery replacement, charging and grid infrastructure. He also spearheaded the first zero-emission bus service at Glastonbury.

Her work at Project Centre includes helping achieve PAS 2080 compliance, developing a Carbon Management register, and delivering technical talks on carbon reduction. Jennifer encourages colleagues to think critically about the whole-life carbon implications of all their design decisions.

By building 5000 new cycle parking spaces, and closing school streets to traffic across the borough Alex aims to inspire a generation to active travel, thus reducing carbon and improving air quality.

Jared has passion for creating practical, sustainable transport solutions that improve accessibility, and benefit communities. He works to redesign spaces that make public transport and active travel the preferred, and thus low-carbon, option.

Nicola Lodge, Associate, Haskoning UK
Nicola specialises in reducing carbon emissions in large-scale mixed-use developments. Nicola is resourceful in managing projects, and led projects like the Baldock Urban Extension and developed the masterplan for the regeneration of the Temple industrial area, south of Leeds city centre.

Dr Fanran Meng, Senior Lecturer (Associate Professor) in Sustainable Chemical Engineering, The University of Sheffield
Dr. Meng's analysis of low-carbon materials and fuels, provides valuable insights for industry and policymakers. His work spans various sectors, including chemicals, plastics, fuels, and batteries, and he has secured significant research funding and collaborations with industry leaders.

Dr Haopeng Wang, Lecturer in Structural Engineering Materials (T&R), Department of Civil and Environmental Engineering, University of Liverpool
Recognised in the Top 2% Scientist worldwide in logistics and transport, Dr Wang is a leader on circular materials and sustainable binders, such as making roads from waste tyre rubber. He has established a new sustainable materials laboratory at Liverpool.

Transport Decarb Hero of the year was open to all councils and private sector organisations, plus those that work in academia, third sector and elsewhere. The award welcomed nominees who have consistently made an outstanding contribution to transport decarbonisation.

Lee transformed last-mile delivery in Essex by creating one of the most thriving carbon-neutral cargo-bike businesses in the UK. He has since founded and co-chairs the Sustainable urban freight association.

The Southern Renewals Enterprise carbon team have delivered the region’s first best-in-class low-carbon rail site using innovations such as low-carbon sleepers, green steel, blended ballast, HVO locomotives, and solar-powered welfare.

This special award recognises the unwavering determination of local authority leaders who are leading the way in decarbonising transport. The award is open to nominees who have consistently made an outstanding contribution to transport decarbonisation, and who provide leadership and courage to make positive change in their role.

Councillor Rowena Champion, Executive Member for Environment, Air Quality and Transport, Islington Council
Councillor Champion spearheaded the creation of low traffic neighbourhoods, liveable neighbourhoods, and School Streets, significantly improving the borough’s air quality and promoting sustainable transport. Her leadership has earned Islington recognition as the top inner London Borough on the Healthy Streets Scorecard for five consecutive years and first nationally for climate change efforts.

Councillor Loakes' leadership in sustainable transport infrastructure and behaviour change initiatives has resulted in a 25% decrease in local transport-based emissions. He has overseen the construction of cycle routes, pedestrianisation of high streets, and the implementation of EV charging.

The Best Public Transport Decarbonisation Award is designed for pioneering organisations working across bus and rail services.

Nottingham have upgraded their entire single deck bus fleet to Battery Electric Vehicles as part of the Nottingham Electric Bus Project, resulting in projected emission savings of 3,800 tonnes of Co2 per year, whilst reducing operational costs and high levels of passenger satisfaction.

Oxford’s Electric Bus Transformation - Oxfordshire Bus Enhanced Partnership
The introduction of 159 electric buses in Oxford has saved 7,233 tonnes of CO₂ annually and has also resulted in a 24% reduction in roadside nitrogen dioxide concentrations, reduction in city noise, and measurable health and economic benefits for residents.

The University of Cambridge’s electric Universal bus service initiative demonstrates the feasibility of higher education institutions procuring tailored bus services and highlights the importance of route, frequency, vehicles, fares, and branding in encouraging sustainable journeys.

Best Highways Decarbonisation Award
This award celebrates the achievements across the highways industry that clearly demonstrate the carbon benefits and how they support the sector achieve zero carbon in local and national highways. This award recognises achievements across the entire highways sector, including road surfacing, lighting and other highways assets.

By eliminating the need for heating during production and application, they have developed a cold-mix asphalt that reduces CO2 emissions by over 85% compared to conventional asphalt.

Replacement and retrofit of halogen traffic signals with LED's has reduced Liverpool's Carbon output by 1,362 tonnes per annum.

Best Local Transport Project Decarbonisation Award
The Best Local Transport Project will be awarded to a council that has delivered the most groundbreaking local transport project that has carbon reduction embedded in its core. Nominees submitted entries across the wide range of local transport projects including public transport, active travel, placemaking and shared transport and any other projects that can demonstrate measurable and sustainable benefits to the community and the authority.

Bradford City Centre Transforming Cities Walking and Cycling Scheme - Bradford City Council
The Transforming Cities scheme in Bradford has significantly improved the city centre, with cyclist traffic tripling and pedestrian traffic more than doubling since its completion. The scheme achieved a 15/15 CCS ‘care for the environment’ score through innovative practises like using low-temperature asphalt and recycled materials.

In East Riding, the development of a carbon assessment tool, the use of DDN cable technology and low-energy lighting have resulted in significant carbon and cost savings, and the project’s model is being replicated across the country.

The Kennington Oval School Street included traffic filters, planters, art, and play features, which resulted in a 34% reduction in motor traffic, a 41% increase in cycling, and a significant boost in biodiversity.

Best Freight & Logistics Decarbonisation Award
The freight & logistic award is designed for councils and operators who are innovating in sustainable freight, first and last mile deliveries. Decarbonising freight in towns and cities is a huge challenge for authorities and this special award recognises the achievements being made and provide leadership to other authorities. The judges assessed entries from councils that are using new methods to support freight consolidation, zero emission deliveries and those that are providing clean freight systems.

This award-winning bookable loading bay scheme, reduces congestion, improve delivery efficiency and reduces carbon emissions from idling vehicles and clashing deliveries.

Best Active & Shared Mobility Decarbonisation Award
The Best Active Travel and Shared Mobility Decarb award rewards a council who has delivered a major active travel projects that has contributed to a reduction in private vehicles miles driven, influences behaviour change and that can demonstrate clear carbon benefit to the local community and council. The award was also open to those that provide shared micromobility services (bikes, e-bikes and scooters) as well as those working in car clubs, where there has been collaborative working with a council client, and where carbon savings have been prioritised in scheme design and delivery.

Bikely is a community-driven shared mobility model using e-hubs to provide access to zero-emission cargo bikes. The project has reduced carbon emissions by an average of 70% per delivery, displacing over 1,500 car/van miles, and completing all deliveries with zero emissions.

The Clean Air Neighbourhood project uses digital enforcement, real-time monitoring, and data integration to reduce private vehicle use, encourage active modes and improve air quality leading to a 23% reduction in vehicular traffic.

Saving carbon through electric pedal power – Colchester City’s eCargo bike journey - Colchester City Council
Colchester City Council has pioneered a five-year project that provides a fleet of 49 eCargo bikes. They've travelled over 100,000 miles and resulted in a carbon saving of over 30 tonnes of Co2.

Voi Technology’s shared e-scooter and e-bike scheme in Cambridge has delivered millions of low‑emission trips that replace short car journeys, cutting an estimated 265 tonnes of CO2 while improving access and reducing pressure on road space.

Best Behaviour Change & Public Engagement Award
The Best Behaviour Change & Public Engagement award recognises the achievements by a council and / or provider in driving a positive behaviour change campaign that has made significant impacts on reducing carbon. Nominees also entered public engagement initiatives that have also achieved similar such as car free days, reducing work commute carbon and promotion of ridesharing, influencing residents to use sustainable modes, car scrappage schemes and lots more.

Best Decarbonising Leisure Travel Award
The Best Decarbonising Leisure Travel Award category will be awarded to the organisation that has excelled in reducing greenhouse gas emissions from tourism and recreation activities. Leisure is the single most common purpose for a car trip in England, representing 31% of trips in 2023.
This award category welcomed submissions from organisations that are moving towards lower-carbon transport options like prioritising walking, cycling, wheeling, and public transport. Submissions will also be most welcome from organisations that are promoting micro-mobility services— scooters and e-bikes, for example— plus the use of cargo bikes and other low-carbon transport modes.

The Transport Decarbonisation Inspiration Award
The Transport Decarbonisation Inspiration Award is one of two special Judges Awards that have been designed to recognise individuals, organisations and innovations that have made a significant contribution to achieving Net Zero in transport. The Inspiration Award winner will be a pioneer, breaking new ground and providing inspiration and leadership to other organisation who are developing their own decarbonisation strategy. Winners of the Inspiration Award will be invited to help judge future awards ceremonies.

Best Overall Transport Decarbonisation Award
The Best overall Transport Decarbonisation Award is the most prestigious award of the ceremony and will be rewarded to the council and / or partnership who has delivered the best scheme which provides the greatest opportunity for adoption elsewhere and is a pioneering initiative that best serves communities and the council in achieving Net Zero.
